3 PROPOSED CHANGES

3.1 At 4.1 noted with reference to points at 2.6 above

3.3 At 4.3 Some staff within schools feel that they also could have a matching claim on these posts and challenge the assertion that present ICT staff should have first pick of these posts.

3.4 AT 4.4 - The core group, especially in small schools is likely to result in unequal workloads between these posts which would have grading consequences.

3.5 At 4.5 - The formula (roll related) is questioned as set out in Appendix 3 along with the 'other funds' which support some Technical Support hours. All funding needs clarified and included in the proposal.

3.6 At 4.6 the assertion is made that "there is no longer the requirement for the post of Supervisory Technician. This is totally rejected. The proposal by simply stating that the CSN Co-ordinator takes the Supervising role completely underestimates the role and fails to recognise how a Secondary School (especially a large one) operates. By going on to say that Technicians will manage Technical Support Assistants adds to this insult, as they see that this may be where they end up, still supervising but for less money.

3.7 At 4.7 reference is made to Janitorial and Technical Support Assistants. One of the attached Job Descriptions at Appendix 2 uses the title Support Assistant. This has led to a fear that in the future Technical and Janitorial roles will be combined. This at a stroke dismisses the cumulative experience of dedicated and committed employees and has had a devastating effect on the postholders.

4 CONCLUSION

4.1 UNISON members have expressed strongly their view that the proposals do not have their support and that

  • The post of Supervisory Technician should be retained.
  • All Technical Support hours need to be reflected in the proposal including those supported by other funding streams.
  • Specialised roles within the support team need to be recognised as giving specific support to Departments/Faculties within the school.
  • The roles of Technical Support and Janitorial Support Staff are different.
  • Technical and Janitorial Support Staff feel that the report undervalues the complexity and demands of their role. In part this may be caused by the Review Group having no representation from these staff groups. This is seen as a major flaw.
  • Repeated references have been made to statements by the Chief Executive at an Open Forum that there would be no job losses/redundancies as a result of Modernisation Reviews. - why is this not the case here.

4.2 The McCrone agreement - relieves teaching staff of certain duties which they expect to now be done by support staff. The proposal provides less hours of support (in Academies) than is presently the case. More work and less hours will not work.

4.3 UNISON will be pleased to discuss these comments in detail and hope that the process can be real and meaningful.
